Rental Scope

Applicants must meet one of the following:

1. Leading scientists, engineers, and team members from national/Beijing key labs, research institutes, universities, or tech enterprises;

2. "Phoenix Plan" high-level talents, ITEC winners (including foreigners), and their corporate executives;

3. Employees of national high-tech firms, specialized SMEs (including "Little Giant" enterprises), or unicorn companies;

4. Staff from Chaoyang's "Hummingbird Enterprises" (recognized by the National Cultural Innovation Zone);

5. Employees of multinational regional HQs certified by Beijing Commerce Bureau;

6. Staff from A-share listed companies or government-approved overseas-listed firms;

7. Employees of Chaoyang's priority service/policy-supported enterprises ("Service Package" or "Fengming Plan");

8. Medical high-end talents (including international institutions) certified by district health authorities;

9. Key educators (including international schools) recognized by district education authorities;

10. Staff from international organizations, chambers, or embassies in Chaoyang;

11. Other government-approved entities.

Application Conditions

Household applications (spouse & minor children) must meet all criteria:

1. Qualifying talent status per rental policy.

2. Employed by Chaoyang tax-paying company with local social security.

3. Bachelor's degree or higher, OR mid-level/professional certification.

4. No property ownership in Beijing (individual/family).

5. No current public rental housing/subsidies or policy housing benefits.
